Bigge was an Oxford-educated lawyer and former Chief Justice of Trinidad. He differed markedly in background and ideology from Macquarie and relations between the two men deteriorated. At one stage, Bigge refused all private meetings with the Governor. As these tensions developed, the commissioner gravitated towards John Macarthur and the exclusives.
