Police gazettes provided information and instructions to members of the police force. You can expect the Tasmanian Police Gazettes to include information that will usually list names and some times personal details, descriptions with photograph, addresses and/or occupations may be an added bonus for the researcher.

Gazettes are published by governments and their agencies as a means of communication to officials and the general public. As such they are useful, not only to monitor the actions of the government, but also as far as family historians are concerned, they are valuable primary source documents.

Tasmanian Archives Office Index to 19th Century Passengers & Ships Arrivals (mostly Hobart)

Records of people (passengers, crew, ship's masters) and ships arriving were kept in the 19th century at various levels of detail and the records that are indexed here reflect this variety in terms of the amount of information they provide on individual people or ships. Most arrivals are for the port of Hobart as few records have survived for arrivals of ports outside Hobart. This index is gradually being added to from conversion of an existing Archives Office card index.

Information relating to immigration can be found among the records of several agencies. The Marine Board of Hobart has a large series of passenger lists which commences in 1829 [MB 2/39]. The lists are arranged chronologically by date of the ships arrival. Information given includes a brief description of the ship, port and date of departure and on most occasions names of passengers. The information given on each passenger is very brief, often without given names. Similar records do not exist for ports in the northern part of Tasmania.

In 1837 Governor Franklin suspended assisted immigration, his reasons being lack of finance and too little demand for labour. However by 1840 the settlers were complaining about the rapidly diminishing labour supply caused by Franklin's decision in 1837 and the cessation of the convict Assignment System. In August 1840 Franklin instituted the Bounty System of immigration. Between 1840 and 1886 the System was reviewed and amended both administratively and in terms of the benefits and conditions applying to immigrants. The Board maintained quite detailed records of the immigrants including name, age, marital status, religion, education, trade and native place of each person plus details of employment in the colony [CB 7/12]. Most nominal records created by the Immigration Board have been indexed and the cards are in the Arrivals Index in the search room. Other less complete series of records listing passengers can be found among the records of the Governors office, Colonial Secretary's office and the Customs Department.

The AOT has produced 'Brief Guide 30: records relating to Immigration' which lists chronologically Tasmanian agencies responsible for immigration and immigration records which are most frequently used, as follows:

* The following agencies had responsibility for Immigration :

(1) Immigration Agents Department 1841 – 1855; (2) Immigration Board 1855 – 1885; (3) Chief Secretary’s Department - Immigration Committee 1886 - 1910; (4) Immigration Bureaux, which in 1908 were established in Hobart and Launceston, took over work from the Immigration Committees and operated in conjunction with the Tourist Associations in each city; (5) Immigration Branch, Agricultural Department 1911 – 24; (6) Industrial Department 1924 – 1930; (7) Charitable Grants /Social Services – 1930 - 1946; and (8) State Immigration Office 1946 – 1982.

* Records most frequently used for information on immigrant arrivals :

(1) MB2/39 Marine Board of Hobart – Reports of ships arrivals with lists of passengers March 1829 – June 1957

(2) CB7/9 Immigration Agents Department – Nominal register of arrivals under the Bounty System May 1841 – Dec 1843

(3) CB7/12 Board of Immigration - Descriptive lists of immigrants arriving in Hobart and Launceston Aug 1851 – Aug 1867 July 1883 – Mar 1889

Tasmanian Archives Office Index to census records 1837 - 1857

Index to Archives Office of Tasmania census records. Most Tasmanian census returns have not survived but some are available for the following years and are indexed: 1837, 1838, 1842, 1843, 1848, 1851, and 1857. Many of these years do not have complete returns and the information varies for some years.

Each census contains similar questions which were to be answered by the proprietor or householder. These include the name of the householder; name of employer of servants; name of person in charge; place of residence, the name of the head of the house or establishment, its proprietor, whether the house was built of stone, brick, or of wood, whether it was complete or unfinished, whether it was inhabited or not; when the proprietor was present, number of persons generally residing there; and the number of these persons who were free. The return also contains a statistical form showing the age, sex, religion, occupation, condition and trade or calling of the persons residing in the house. There is an example of an 1848 census return ('CEN1' references) at Example.

A census for the district of New Town was taken in 1837. Each return records the names of male and female free persons over the age of fourteen, the religious sect to which each belongs, the same particulars about free persons under fourteen, and is signed by the householder or head of the family. The form states that only the number of convicts employed or assigned need to be given, but in many cases they are named. The address of the house (and sometimes its name) is also shown [POL 361].

Assessment and Valuation Rolls which give the location, area and description of a property plus name of occupier and name and address of proprietor are published annually in the Hobart Town Gazette 1825-1880. The first roll is for Hobart only published in 1847, the next list, including both Hobart and Launceston, appears in 1853 and from 1858 all districts are included more or less annually.

Tasmanian Archives Office Index to Convict Applications For Permissions to Marry 1829 to 1857

People who were convicts in Tasmania were not permitted to marry either each other or free people without approval from the Convict Department authorities. This index is to applications for permission to marry and it is important to keep in mind that not all applications were approved and therefore the people applying may not have married. The actual applications have not survived and registers (CON45, CON52) have been the source for this index. These registers have a two-line entry for each application.

The information listed is: applicant's surname given name; an extra identifier (if two convicts arrived on the same ship and had the same name); the name of the ship the convict arrived on, or 'free' if the person was not a convict or had become free by the time of the application made by the person who was still a convict; (these four fields are repeated for the other person); the date of the application; the reference number for the application; and the reference number (RGD37/...) for the marriage record if this has been included.

Tasmanian Archives Office Index to Departures 1817 to 1867

This Archives Office of Tasmania index covers most available departure records before 1860 and some beyond that date, and it is being added to gradually.

The Government, as a general rule, did not keep records of departures, although for some periods such as the 1850s such records are fairly complete. There are several series of Police records which do list crew and passengers departing from Launceston for the period 1833 - 1837 [POL 458] and 1848 to 1854 [POL 220]. The information supplied includes the ship to the Colony and the status of the passenger (ie whether crew or ex-convict). The Archive Office card index to departures also includes references from early newspapers and from several records of passengers leaving Hobart for the period 1817 - 1833 [CSO 63; CUS 33; Crowther's Port Officers Book L11].

Examples of the content and format of records indexed in the ‘departures index’ can be found at Examples.

Tasmanian Archives Office Index to Naturalisations 1835 to 1905

The Tasmanian Archives Office holds records relating to the application by non-British subjects for certificates of denization and naturalization for the period 1835 to 1905, after which time naturalisation became a function of the Commonwealth Government. The applications can be found in the files of the Colonial and Chief Secretary's Department and the Oaths of allegiance and the copies of certificates are among the records of the Supreme Court [SC 218; SC 415; SC 416].

The first Act enabling the Lieutenant Governor to grant letters of Denization was passed in 1835. This legislation was repealed in 1861 by the Aliens Act. It was predominantly males who applied for naturalization probably because any women married to a natural born subject or person naturalized was deemed to be naturalized herself and thereby have all the rights and privileges of a natural born subject.

This naturalisation index provides the names of these applicants (approximately 1,200) in alphabetical sections. The information listed is: surname, given name (where provided), date of application and the Tasmanian Archives Office reference number for application/certificate details.

The Archives Office of Tasmania has also produced 'Brief Guide 10: records relating to naturalisation' which lists all the records it holds and the identifying prefixes, as follows.

(1) CSO & CSD entries usually appear in the indexes to the Colonial Secretary’s Office under Denization and Chief Secretary’s Department under Naturalisation. 1835 - 1905

(2) SC218 Oaths of allegiance and associated papers subscribed to by aliens to whom letters of denization were granted. 25 Aug 1835 - 18 Oct 1877. 1899 - 1904

(3) SC416 Index to copies of certificates of denization and naturalisation enrolled in the Supreme Court 14 May 1835 - 22 Oct 1905

(4) SC415 Copies of certificates of denization and naturalisation enrolled in the Supreme Court 14 May 1835 - 27 Oct 1905

Tasmanian Archives Office Index to Tasmanian Convicts from 1804

This index of all convicts transported to Tasmania and those who were convicted (through the convict system) in the colony was created by indexing all original records held by the Archives Office of Tasmania from the beginning of transportation in 1804 until 1853 when transportation ceased. The latest entry in the database for the locally convicted convicts is 1893. About 76,000 people are indexed.

Information provided by this index includes the name of the convict ship, port of departure, the departure and arrival dates and Tasmanian Archives Office CON reference numbers relating to any indent, description, appropriation, conduct or other convict records that may be held. Such records can provide more specific details about the convict.

Examples of some of the main series of convict records, giving an outline of their content and format, can be seen at Examples of convict records. You can also go to 2 Tasmanian Archive Office convict record guides at Brief Guide 13: records most frequently used for personal information about convicts and Brief Guide No. 20: convict records - explanation of format and frequently used abbreviations. Copies of convict records not available online can be obtained by completing the Tasmanian State Archives online copy request form.

More than 74,000 convicts were transported to Tasmania between 1803 and 1853. It was not until Governor Arthur’s arrival that detailed records were kept of all convicts. In 1825 Edward Cook, a law-stationer who arrived in 1825 under a life sentence was employed to compile a series of Black Books containing particulars of convicts who had arrived since the Calcutta. Cook worked at the Chief Police Magistrate's residence at New Norfolk under the direction of Josiah Spode, the Muster Master. It was this officer who had the responsibility of maintaining these records now to be found in CON 31 and CON 40. (Conduct registers of male/female convicts arriving in the period of the Assignment System 1803 - 1843.)

Until June 1840 convicts were either assigned to settlers or sent to work on public works. The assignment system was replaced with the probation system and the records for this system can be found in CON 33 and CON 41. (Conduct records of male/female convicts arriving in the period of the probation system 1843 - 1858.) The idea was that on arrival the convicts should go into gangs to work. The length of time in the gang depended on the length of their original sentence. Various modifications were proposed to this system during succeeding years until transportation ceased in May 1853. The information contained in the conduct records (Black Books) can be supplemented by using other series of records such as indents, descriptions and muster rolls.

The Convict Department in Tasmania did not retain butts of indulgences such as Tickets of Leave and Conditional Pardons but simply noted the fact that the indulgence had been granted on the conduct record. However, the AOT does have records of convicts applying to marry free people or other convicts. See Index to Convict Applications For Permissions to Marry 1829-1857.

The (Matthew) Flinders Papers : National Maritime Museum (UK)

The Flinders papers website contains transcripts of over 150 documents about English navigator and chartmaker Matthew Flinders (1774-1814) that are currently held by the National Maritime Museum's Caird Library (UK).

The collection consists of three main groups :

(1) Flinders's papers, correspondence, charts and journals; narratives of his voyages; service papers and technical notes. This includes letters to and from Sir Joseph Banks and the explorer Sir John Franklin

(2) His wife Ann Flinders's letters and correspondence - some written while Flinders was imprisoned on Mauritius

(3) Sir William Flinders Petrie's miscellaneous collection of biographical material, notes, memoirs and news cuttings relating to his grandfather’s career; and correspondence with J F Shillinglaw about a biography of Flinders which Shillinglaw never completed.

This collection, currently on long-term loan to the Museum from Lisette Flinders Petrie, is the residue of those documents presented to the Mitchell Library in Sydney by Sir William Matthew Flinders Petrie (1853–1942), grandson of Matthew Flinders. These family papers form part of a larger State Library holding on Matthew Flinders, such as the following original materials.
